Mayor Segarra Selects Firm to Perform Independent Review of HPD's IAD

May 20, 2011 — Today, Hartford Mayor Pedro E. Segarra announced that he has selected Frank Rudewicz and the nationally recognized firm Marcum LLP to perform the independent review of the Hartford Police Department’s Internal Affairs Division (IAD). Last week, the Mayor called for the independent investigation into IAD after internal matters were brought to his attention that he determined required swift, independent analysis and review to preserve the integrity and trust of the department and the public safety needs of the community.
“It is imperative that this investigation be performed by a credible and seasoned firm that understands the operations of the Hartford Police Department and has the appropriate and necessary level of experience. Frank and his team at Marcum understand the gravity of this effort and are committed to ensuring the integrity of the entire investigation,” said Mayor Segarra.
Rudewicz, a member of the Connecticut bar, is a graduate of the University of Connecticut School of Law and Central Connecticut State University. He also graduated from the Hartford Police Training Academy and the U.S. Army Military Police Training School. At Marcum LLP, Rudewicz manages the forensic, investigative and advisory service. He is also familiar with the Hartford Police Department, having served from 1979-1993 as a Patrolman and Detective, rising to Commander of the Intelligence Division, before retiring in 1993.
Marcum LLP has completed similar comprehensive reviews throughout Connecticut, including in Avon, Plymouth, Greenwich, Bristol, Plainfield, and for the Metropolitan District Commission Police Department. They have also worked for the City of South Burlington (VT), the Town of Belmont (MA) and for the State of Connecticut Capitol Police Department.
